The purpose of this COA is to provide a framework for strengthening international cooperation between HOs in the production, quality assurance, promotion and distribution of ENC data.
The COA also defines the terms of reference of the IC-ENC Steering Committee and its various working groups in which signatories to the COA are entitled to participate.
The Steering committee oversees the activities of the IC-ENC operational departments who each conduct the day to day business of quality assurance, database administration and ENC distribution on behalf of their members.

  IC-ENC Co-operation Arrangement
Each member of IC-ENC also agrees a bilateral arrangement with the operator of its chosen IC-ENC operational unit. This arrangement clearly defines the services that the specific member will receive from this operational unit, as well as the operating procedures and the financial arrangements between the two.
UK Hydrographic Office (UKHO) currently operates the headquarters office, and the Australian Hydrographic Service (AHS) also operates a second IC-ENC office. Nations, if they wish, may elect to simply make use of the services of one of the IC-ENC operational units by signing only a Bilateral Arrangement with the UKHO or AHS.
However to benefit more widely from multi-lateral activities, nations are encouraged to join the IC-ENC community by also signing the COA.
